SCHOOL ACCOUNTABILITY REPORTS

"Improvement" was the trend noted in yesterday's release of Colorado's School Report Cards. "Since 2001, we've seen an eighty-one percent drop in students enrolled in schools receiving an unsatisfactory mark, proving once again that accountability does work," Governor Owens said as he and Education Commissioner William Maloney released the state's 2003 School Accountability Reports.

The most notable improvements were seen in the elementary schools. Of the thirteen that received "unsatisfactory" ratings in 2002, eleven have shown improvement. The Governor's Distinguished Improvement Award was earned by 117 of the state's schools for 2003.

Schools are graded based, among other standards, on CSAP (Colorado Student Assessment Program) test scores and school improvement is gauged on the changes in average scores from year to year. Academic ratings of the schools are: Excellent, High, Average, Low, or Unsatisfactory. An improvement rating is also assigned to each school based on the changes in overall scores. The Improvement Rating can be: Significant Improvement, Improvement, Stable, Decline, or Significant Decline.

Park County schools all rated an Average or High academic score. One school showed Decline in performance while two showed Improvement and the rest were rated Stable compared to last year.
