Question posed to non-primary Commissioner Candidates

Park County employs up to 300 people, including elected officials, in several departments run either by directors, commissioners, or other electeds. In addition, County Commissioners deal with several contractors, a multitude of attorneys, other government and non-government agencies, and serve approximately 17,000 citizens over 2,200 square miles.

Please describe, using specifics, your management and organizational style and experience. How will you manage and motivate our government employees and contractors to emphasize ethics and increase efficiency and productivity to improve county operations and services beyond their current condition?

The working environment of the United States Senate was an excellent training ground for me as Chief Special Assistant. In addition to my fiscal responsibilities, I simultaneously managed three major offices and supervised respective office staff.

The most valuable distinction I learned about during this time is the difference between politicians and public servants. I see myself as a public servant, not a politician. Some years ago while working at The Flume, I heard a county employee say, "When you work for a politician, you've got to think like a politician." This is a sad commentary, but one which I can understand. Employees who work FOR politicians are constantly worried about their jobs. And their work product tends to reflect a desire to curry favor and please the elected official to keep that position secure.

It is my contention that employees of Park County Government have been negatively affected by a political-charged atmosphere driven by party platforms and agendas. We should remember that many of Park County's employees have seen a number of commissioners come and go. The physical and mental gymnastics involved in working for politicians are mind-boggling. And they take away from county government's primary mission: to service the needs of Park County and its residents.

Employees who work WITH public servants are more likely to be motivated to stretch their capabilities. The threat of losing a job "if one doesn't shape up" takes a back seat. Relationships focus more strongly on the work itself and not politicking.

I would describe myself as a hands-off manager who is not interested in micromanaging staff. Despite being the "new kid" on the commissioner's block, I will place my trust and confidence in those with whom I work because I realize trust and confidence is a two-way street. I want department managers to know I have confidence in them and their decisions in running their departments without constant interference.

I am a strong believer in the principle of leading by example. I am available and approachable, and my door will always been open to any employee who wants to talk publicly or confidentially. I will never ask Park County employees to do something I would not do myself. I hold everyone, including myself, to the highest possible ethics and work standards. I hold everyone accountable for their actions without excuse.

I have an interest in motivating employees who choose to seek higher levels of performance. Employees should know they are expected to meet the minimum standards of any job description. This is the work baseline for any employee and is not an unreasonable expectation. However, individuals who seek to excel beyond that threshold should be given the means to do so. I support on-the-job training, career advancement from within employee ranks, and merit raises. County government will only be as dynamic as the work environment we create and foster.
