New Bulletin Board

It was time for ParkBull to start a new Bulletin Board. Way past time. So it may take some time to finish the setup of this new spot, but we'll be working on it for the new year.

Thanks! The old board content will be preserved for historical data. It was started in 2002.

Time to start fresh for winter alerts already hitting.
